Problem / need / context
In Finland, vocational education has undergone a rapid digital transformation, requiring both teachers and learners to adapt to new digital environments. Many VET learners, particularly those in practical trades, initially lacked confidence in using digital tools for learning, documentation, and assessment. This created a gap between traditional workshop-based training and the increasing use of digital platforms, data tracking, and online learning environments in modern workplaces. The challenge was directly linked to the need to strengthen digital competence and applied numeracy, particularly in areas such as interpreting digital data, tracking progress, and using online systems.
Intervention
Finnish VET institutions introduced a blended learning approach combining classroom workshops and digital environments. Learners used digital platforms and e-portfolios to document their progress and complete assignments that included data interpretation and simple calculations linked to real vocational tasks. Teachers were supported through frameworks such as DigCompEdu, which helped them integrate digital tools into teaching practice. Continuous feedback was provided through digital systems, allowing learners to monitor their development and engage more actively in the learning process.
Outcomes
This approach increased learners’ confidence in using digital tools, particularly for documenting skills and communicating progress. Learners also improved their applied numeracy skills through regular engagement with tasks involving measurement, data entry, and performance tracking. Teachers reported higher levels of engagement and more transparent assessment processes. The case demonstrates how integrating digital tools into everyday VET practice can effectively strengthen both digital competence and numeracy while preparing learners for technology-rich workplaces.
