Despite VET’s potential to empower traditionally excluded groups, many learners still face systemic barriers that hinder access, participation and smooth transitions into the workforce.
The “Inclusion in TVET: A practical guide for formal, non-formal and informal TVET institutions” is a resource designed by UNESCO-UNEVOC targeted towards VET providers (formal, non-formal, and informal) and stakeholders aiming to build inclusive institutions and learning opportunities. This guide supports educators in shifting the focus from “what needs to be done” to “how it can be accomplished”, equipping them with a step-by-step framework to build learning environments where every learner can thrive.
To achieve this, the guide provides a structured framework to understanding the notion of inclusive TVET, identifying how exclusion occurs and potential barriers to access, conducting an assessment of one’s institution to identify strengths and improvement avenues, and strategies to build inclusive institutions, including how to pilot them. Throughout the guide, key concepts are supported by activities, case studies, and hands-on exercises such as learner needs assessments, to help users reflect and apply the concepts it explores and gain an in-depth understanding of what inclusion (and lack thereof) in TVET can look like.
