Problem / need / context
The primary problem was the significant linguistic and cultural barriers that hindered the success of international VET mobility. Learners often faced “cross-cultural shock” and felt isolated due to a lack of foreign language proficiency, making them reluctant to participate in European placements. This relates directly to several of the 10 transversal skills identified in VETCompass: Communication (overcoming linguistic gaps), Adaptability (adjusting to host environments), and Emotional Intelligence (managing the anxiety and frustration of being in a foreign setting).
Intervention
The intervention extended the INTERMOVE model to create a specialized training program specifically for trainers and mobility leaders . The methodology focused on two innovative pillars: Intercomprehension of related languages (allowing quick gist understanding) and Interculturality. Key actors included 11 organizations such as Association Odyssée (France), IFOA (Italy), University Catholic of Portugal, and Cap Ulysse (France) . The project also introduced the INTERMOVE Label to certify organizations that meet these quality standards.
Outcomes
The actions resulted in the creation of a technology-enhanced learning platform offering five specialized modules . It significantly improved transversal skills among VET staff and learners, specifically in Plurilingual Communication, Interculturality, Digital Literacy, and Emotional Intelligence. For VET teachers, outcomes included the development of evaluation grids for soft skills and enhanced international networking capacity.
